Definitions of Child Abuse and Neglect Prevention
The Louisiana Children’s Trust Fund focuses and funds only primary and secondary prevention services. These services provide support to families before a crisis emerges. The premise of primary and secondary prevention services is that everything possible must be done with families to maximize the protective factors for
children. This will increase the likelihood for good things to happen in families such that the health, safety and well-being of children can be ensured. The most effective prevention efforts occur within the family and at the community level!
Primary Prevention is taking measures to keep child abuse from happening before it has occurred. It is aimed at positively influencing families, parents/caregivers, and children. The key aspects of primary prevention efforts are as follows:
• It is offered to all members of a population;
• It is voluntary;
• It attempts to influence societal forces which impact on parents and children;
• It seeks to promote positive family functioning rather than to just prevent problems.
